If I Were in A Gubernatorial, State Legislature or State Senate Position, In the Black American Homeland, I would issue Executive Orders or Laws and Regulations to implement the following measures:

  1. Allocate 80% of state and local government budgets to Black-owned banks.
  2. Award 80% of state and local government contracts to Black-owned corporations and firms.
  3. Engage in negotiations with gangs to facilitate their transition into legitimate businesses or provide them with state government job opportunities.
  4. Foster public-private partnerships to graduate significant numbers of Black professionals in fields like medicine, engineering, law, architecture, computer science, physics, city planning, accounting, piloting, teaching, business administration, economics, and more at state public flagship universities.
  5. Allocate residential land to families for the purpose of building their own homes.
  6. Establish multiple Black-owned banks within the Black American Homeland.
  7. Charter Black-owned Corporations across various industries.
  8. Provide incentives, subsidies, and support to numerous Black farmers.
  9. Promote unity, cooperation, decorum, and kindness within the Black community.
  10. Prioritize, promote, subsidize, and support two-parent families
  11. Implement state laws making it more challenging to obtain a divorce.
  12. Enact laws to increase the difficulty of obtaining abortions.
  13. Pass laws and regulations designating 80% or a substantial portion of the state’s consumer market for Black-owned corporations and firms.
  14. Enforce laws and regulations requiring that 80% of professional sports teams in the region are Black-owned.
  15. Pass legislation to incentivize Black manufacturing.
  16. Implement laws and regulations that mandate public utility companies, media outlets, cable TV providers, internet providers, waste management, water services, telephone companies, digital communication providers, seaports, airports, and other natural monopolies to be owned, run, and managed by Black-owned corporations.
  17. Enforce laws to ensure that 90% of state and local judges, including those on the state supreme court, reflect the demographics of the state or region.
  18. Aim for police departments to consist of 90% Black personnel.
  19. Strive for 90% Black representation in state and local government jobs.
  20. Promote 80% Black representation among state and local elected officials.
  21. Appoint 90% Black individuals to state and local government positions.
  22. Ensure state public universities and colleges mirror the demographics of the state.
  23. Pass laws and regulations that are advantageous to Black Americans.
  24. Foster an environment where 80% of banks and other financial institutions are owned by Black-owned corporations.
  25. Collaborate among the eight Southern states to establish a Southern Stock Exchange with a $2 trillion capitalization based in Atlanta, aiding Black-owned corporations in raising capital and acquiring assets within the region.
  26. Certainly, I would also implement measures to pardon and expunge the criminal records of non-violent and non-serious violent Black American offenders as part of these initiatives.
